Jeremiah 31:33, Hebrews 8:10 and Hebrews 10:16 tell us that the new covenant is Yahweh's Law written on the heart. Jeremiah 31:31-33 and Hebrews 8:8-10 tell us that this covenant was made with the house of Israel and the house of Judah. God did not make a new covenant with any one else.

Hebrew 8:8-10 Because finding fault with them, He says: "Behold, the days are coming, says YHVH, when I will make a new covenant with the house of Israel and with the house of Judah;
9 not according to the covenant that I made with their fathers in the day when I took them by the hand to lead them out of the land of Egypt; because they did not continue in My covenant, and I disregarded them, says YHVH.
10 For this is the covenant that I will make with the house of Israel after those days, says YHVH: I will put My laws in their mind and write them on their hearts; and I will be their God, and they shall be My people."

Then in verses 14 and 15 of Romans 2 we see some people called Gentiles who have the Law of God written on their hearts.

Romans 2:14-15 "For when Gentiles, who do not have the law, by nature do the things in the law, these, although not having the law, are a law to themselves,
15 who show the work of the law written in their hearts, their conscience also bearing witness, and between themselves their thoughts accusing or else excusing them)"

People tend to look at this the wrong way and say that here are some Gentiles who have the law on their hearts. Rather here are some Israelites from the dispersion who are now called Gentiles who show that they in fact are Israelites because they have the law of God written on their hearts.

I know one man who does not have the law of God written on his heart. It has nothing to do with the state of his salvation, that is before or after. I know many people who know they have the law of God written on their hearts. So let us believe God. If you have the law of God on your heart then according to scripture you must be a physical Israelite.
